Colnbrook with Poyle Parish Council Statement on the Conviction of Former Parish Clerk Steven Gillingwater

Colnbrook with Poyle Parish Council acknowledges the outcome of proceedings at Reading Crown Court on 26th May 2026, where former Parish Clerk, Steven Gillingwater was convicted of two offences dating from May to September 2023:
- Fraud, contrary to section 1 of the Fraud Act 2006
- Theft, contrary to section 1(1) of the Theft Act 1968
The Council fully respects the judicial process and notes the conclusion of the case.
Upon becoming aware of the allegations, the Parish Council cooperated thoroughly with the relevant authorities, which included providing witness statements, handwriting samples and interviews.
A spokesperson for the Council said: “Colnbrook with Poyle Parish Council takes matters of integrity and public trust extremely seriously. Our priority is always to uphold the confidence of our residents and ensure that public funds and responsibilities are managed to the highest standards.
The theft of over £65,000 of public funds has had ramifications for both Colnbrook with Poyle Parish Council and it’s residents. Much councillor and staff time has been spent on the matter to bring it to a conclusion, and we are very pleased that the courts have reached the conclusion it has. We now look forward to moving forward with council business and putting this difficult and upsetting episode firmly behind us.”
The Council has initiated a review of its governance and financial controls to ensure continued transparency, accountability, and resilience which has been raised with internal and external auditors going forward.
